Technically, the issue is with ROH, not CMLL. CMLL and AAA still let Penta and Fenix work their dates despite no "partnership" existing, because AEW contracts are only exclusive in an American sense (at least for them). La Park gets through too, and a few other lower card indie guys, as far as AAA/CMLL go in general. As long as NJPW is buddy buddy with ROH, it'll take a lot to get them to shift.

NJPW has an eye for seeing something in talent will work there that no one else sees. Look at Phantasmo and Juice.
