Making a title relevant is actually hard and requires a good talent to elevate that belt with good charisma and matches. So instead of investing that time into making the belt feel important, cheap title win pops every PPV and on random Smackdowns are used to remind the audience the title even exists

Cena had it for about 6 months after winning it from Rusev, if I recall. I think he lasted from Wrestlemania all the way to Night of Champions. Then Del Taco No Heato won it and it went back to being 100% irrelevant. Vince learned absolutely nothing from any of it, as per usual.
