It's not a common practice to have a champion from one promotion to come into another promotion and do a job. It's for the obvious reason that it makes one promotion, the one with their champion losing, look like the weaker promotion.

Sure Jericho is a lock to win the World title first because it makes no sense for Omega to not have to chase it before winning, but that is a formality, even if it takes a few months. No, but "jobbing" is based on context. You can't ask the guy who is basically the unstoppable monster of what is essentially his home promotion, in a middle of an epic run with their top belt, to come and put over your rising star.
They can absolutely have a competitive match. But Page cannot win, not yet. He's solid all-round, but his star is still building. PAC on the other hand, is a force of nature. He needs to be absolutely dominant everywhere else while he's the DG champ.
So in the context of "Dragon Gate champ loses to rising star who has not held a significant top belt yet", yes, it's a job.
