Not doing a great job though. NXT has ran at a huge loss the entire run if it's existence. That's all investors really care about. Not the quality of the shows, but if they make money. NXT has never drew a dime.

That's not what WWE is telling the investors. They are telling them that NXT is one of its most popular brands and is one of the most consumed content on WWE network. And that is the metric they are putting out there front and center.
When they make their financial reports, they put all costs from NXT into "corporate", there is no seperate column telling the investors and other suits how much is NXT paying to its wrestlers or how much they are spending for everything else involved there.
From investor's viewpoint - NXT was never supposed to make money, but it actually does by selling tickets here and there and it makes one of the most popular content WWE produces.

Yup, that is a part of appeal of NXT. You invest in the character and then you want them to go to do "bigger and better things". The story has run its course, it is now time for someone else. It is old territory thing. But there is no other territory for them to go and start from the bottom and do a new character and new story.

Here's the thing though, there is no reason WWE can't replicated the NXT talents progression from debuting to getting called up to the main roster with the brand split.
WWE tried doing this for a while where low card or c+ talents are getting a push on SDL before going to RAW as a midcarder or a b+ talent, the only problem was, they didn't make it compelling and at the end of the day, they are only getting built up to get fed to Roman or Charles. The best stories they did, this year is when they move the spotlights away from Roman and Charles but now, they are moving it back to them and the crowd left because they are tired of seeing the same old shit.

Yep, the fundamental issue is that it is a developmental based on using tons of money to buy out guys from all over the world. For a developmental the salaries are bloated, facilities and running costs are huge, production and advertising could never be sustained as an Indie, etc... If they couldn't buy guys already wrestling for other promotions, they would have no fans, no stars, and a terrible product. The true failure though, is that with all the money and everything they do, Cornette and that team at OVW built bigger stars with guys they got off the street, and ran a promotion that drew the same crowd or more than NXT weekly, and made a profit. I know this is an idea that will draw a lot of heat but imagine Cornette and the same guys with all the assets NXT has, the roster would be ten times better and they wouldn't even need to take talent from elsewhere. And a reminder, the whole NXT expansion and ultimately the fuse that ignited AEW was all because HHH went to go buy out NJPW guys, and then refused to give Jericho guys for his cruise. If he didn't do that shit NJPW would have never ran their own US shows, never ran the Garden, Jericho wouldn't go to NJPW then AEW, and the whole mess could have been avoided.

Yes there is. There's other people on the roster they put time into and built up so they also have to get reasonable booking. You can bitch about Roman/Charlotte or whoever, but if its not them, there are still other people who are going to be there and be put over, like Seth and Becky right now.
In NXT they let Asuka win every match because they quite literally called the rest of the division up and she was left with jobbers. She gets called up, and there almost a dozen people on the main roster who are champions and receive decent booking in their own right. Shits just not the same.
