WCW was absolutely dominating the ratings right until this week. In fact, this was to be the 84th week in a row beating WWF's ratings. However, people channel changed a lot and at the start of Raw we were treated to some vignettes of DX with a huuuge tank preparing to invade WCW. The whole show they kept showing it, and WCW were too scared to come out and fight them because HHH is notoriously tough in real life.

It was the first time WWF won the ratings in years, and WCW started to collapse the next week because everyone knew that DX had ruined them. HHH is the true WCW killer.

Heaven needed an angel).
Then remember how LITERALLY Ted Turner LITERALLY came out from the back and declared his unconditional surrender? Then added that DX was the hottest act in the history of pro wrestling and solely responsible for the wrestling boom of the late 90's.
Now my memory is a little foggy, but I believe all of this lead to ratings that just kept increasing over the next 20 years. The most cultured and patrician wrestling historians like myself understand these record ratings are the result of WWE not having to worry about competition from WCW and having the freedom to book daring, sometimes controversial, but always well received story lines and angles.
