Hogan easily. Macho spent his career picking up world titles that Hogan dropped due to some shenaningans or vacated to have another miserable attempt at making a movie. Always joined Hogan's groups and tag teams despite kayfabe hating him. Couldn't even talk shit about him on the commentary while Heenan and Ventura gave no fucks and buried Hogan every chance they got. Had a hard time having a storyline that wasn't centered around Liz.
Supposedly Macho shoot hated him too, but if he did, why did he stick around with him playing a second fiddle in WCW instead of staying away from him in the fed? Because he could make money where Hogan was (and that's what actually matters).
