Austin was the better promo, but yes I will agree that Rock was a better heel gimmick.

Rock was really weak in the ring though, and very limited in what he could do, even while in his 20s and very healthy. Austin was better in the ring, even despite his injuries.

Rock cut a lot of great promos that popped the audience, but Austin cut the money promos that got made into ads for the other shows.
