To me it makes sense that it was a work, it gets Bret over as a face while taking the title off of him, it fits perfectly with HBK's asshole personality, and most importantly of all sells Vince as the biggest heel in the business. Vince and HBK(until his back injury) were already poised to be Austin's rivals.
Owen's death is the real reason why Bret hated WWE, it had nothing to do with the screwjob.
