1. There will be only one roster, no brand split. The good news is except in the lead up to a major show, main eventers won't have to work back-to-back TV shows, as time will be divided more evenly so that everyone is given a storyline.
2. There will only be the following championships: >WWE Championship (merged with Universal, Brock wins) >Intercontinental Championship (merged with US, Finn Balor wins) >Women's Championship (Ronda Rousey) >Men's Tag Team Championship (The Usos) >Women's Tag Team Championship (Sasha & Bailey)
3. No more than 30 "spots" on the roster. A part-timer is not a spot, but if a part-timer holds a championship it is a spot (eg, Brock Lesnar). An on-air authority figure is a spot. A tag team is one spot (no more than 6 male tag teams...."Freebird threesomes" are allowed.
4. Any woman who doesn't have a women's singles spot or share a tag spot must be a valet/manager (which is not a spot).

I worked by OP's rules but yes, I would cut the Women's tag team, keep Banks, Ruby and the IIconics and move them on singles competition. Or maybe have the IIconics as valet for a single competitor and have Cross take their spot. With the other slots left, I would get Rusev and Reigns whom I greatly hesitated to keep or not.
