Fact remains since the beginning of time, in every promotion, the world title has been put on guys who had the greatest ability to draw fans i.e. sell tickets. World Champions are mostly always the featured part of any companies advertising.
In terms of WWE, the brand being the biggest draw now but doesn't change the fact WWE still puts the title on people they think have the best ability to put asses in seats. Determining average attendance of the shows a World Champion was advertised for is a great gauge of business at that time and if that performer struck a chord with the fanbase.

But here in San Jose, HHH drew the biggest crowd for a house show in the history of Northern California when neither Austin nor Rock were on the show (HHH & Rikishi vs. Angle & Kane, and it was clear HHH was the star of that show). When Hart was on top, there was never a period he could draw more than half of what HHH was drawing on his own at his peak, for a regular house show.
The San Jose match was when the company was on fire, but neither Austin nor Rock were ever advertised. You can find countless examples of shows without Austin nor Rock that drew great with HHH as the top star.
In many cities, HHH drew well when Austin was hurt and Rock was not working every show. I'm willing to bet when they split crews, more often than not, the HHH crew outdrew the other crew. Whether it's the name Raw or whatever, but everyone in WWE knew the year Raw sucked and Smackdown was great, that more often than not in the same cities, Raw still outdrew Smackdown, and HHH was the star on Raw at the time.

Not all the time though, as quite rightly stated as an example on Twitter of Austin in the AE, Flair returning to WCW etc. Austin, Hogan, Andre even Roman Reigns and John Cena today are perfect examples of draws who are attractions regardless of whether or not they've been given a belt.

That's not the whole story and you know this.
If that were the case, then why was Kevin Owens Universal champ?
You know that was a storyline and not any kind of acknowledgement from the company saying "Yup, you're a guy. Thanks for drawing the house Kev!" That's not how things work. Reigns, Brock and Goldberg were the draws.

It is a gauge, as you say, but it's still not as accurate as looking at the reason houses were drawn. An example I used previously was Miz in 2010 as WWE Champion on RAW. He was main eventing (not always) with John Cena and Randy Orton consistently on house shows. You can't realistically come to the conclusion Miz is primarily responsible for their success.
So there you go.
