Malenko was a good wrestler, but you don't get into the WWE HoF for that. You get in because they're either using the induction to push a social/political agenda, or because you actually did something memorable in the business. Malenko would not suit the former category, and he did not do anything really memorable in the business. He was never booked strongly enough.

If the WWE HoF was just for 'good wrestlers', then you could make an equally strong case for a multitude of people who otherwise accomplished nothing.

Keep in mind this is a kayfabe HoF; it's for people who were booked strong in WWE or other promotions.
