The WHC, not the wwe title. The WHC at the time was treated like a midcard title. Basically it was the US title/ic.

It was more that the WHC was on the A show and mostly held by Triple H that made them portray it as the top belt. For a few years, however, the WWE title was still seemed in a better spot despite being on the B show because the wrestlers and matches for it were a lot better.

Then in 2004, Eddie and JBL killed it. Then in 2005 the WWE title returned to top billing when it and Cena went to RAW and the WHC went to SD where it was held by the likes of Mysterio and Khali.
