He's still not as appreciated and revered as Nakamura and never will be.
Nakamura making the IC title the must see belt in the promotion is a testament to his abilities. When Naito holds that belt, he acts as if it's "beneath him". That's not a good champion in my eyes. A good champion makes the belt their own and produces exciting matches. He can sell as many shirts as they can print, he'll never be appreciated on that level as an in-ring performer. He will never be as good as Nakamura.
