There's been Trish, Lita, Chyna whoever, but they could never main event because who are they gonna work with? Trish/Lita were lucky to have main evented RAW, but they were never big enough at the right time to ME mania. You had Rock, Austin, HHH, Carder, Foley, Brock, Goldberg, Hogan etc. Not happening.
Ronda, being a woman recognized by the mainstream and someone who can bring media attention to WWE and this perception of wrestling beginning to highlight women is perfect. Memes aside, she is the Brock of the women's division. She was the real headline of WrestleMania 34 because the media were talking about her on the front pages, not Brock or Roman. Because people outside of the wrestling bubble know who she is.
Then you've got Becky obviously who the crowds are red hot for similar to someone like Daniel Bryan a few years ago. Not a big star, but someone who casual fans are that big on- but she gets a huge reaction and response which is a huge driving force behind the story WWE's trying to tell.
So you've got Ronda who people know, and you've got Becky who's in the position of being someone with the crowd hugely behind her. Spark and dynamite.
We all know the match isn't the real draw of mania. Batista and Brock are the biggest stars, but regardless WM draws on the name alone.
If WWE does the women's main event, which is pretty likely they will even with Roman being back. It makes them look good because it's deemed a 'History-making' moment and will be a huge positive for their PR as a public company.
So basically to answer your question op. No there's been women more over, but Becky gets a great reaction. In terms of deserving, there's probably loads of people in WWE who 'deserve' a WM. But 'deserve' doesn't mean anything. Neither does 'earned'.
It's all about timing, what WWE wants to go for and what Vince wants on last that evening.
