The moment it released all I've ever seen is constant shitflinging about how absolutely awful the mod is. The only people I've seen say that New Vegas fans like this mod are people who are trying to drum up hate for New Vegas and it's fans.

most of the shitflinging is second hand from people who didn't play it. like people still say it had ultra hd 8k feet models which was disproved as soon as it was posted. i played it when it came out and was one of the people posting screenshots in the threads.
the map is good, vehicles are cool, most of the new weapons and armor are cool, the side quests were alright from what i remember. the problem is the awful ncr campaign which you're railroaded into the second you start the mod. it's full of long cutscenes and scripted sequences like a call of duty campaign and it steals from other games frequently. a scene from one of the new wolfenstein games was lifted and directly copy/pasted word for word, there's an extremely long spec ops the line hallucination sequence where ghost benny(whether you've actually killed him or not) scolds you for being a bad person, the main character of the ncr is bootleg big boss and the writer referred to himself as a disciple of kojima, etc etc.
if they took five seconds to realize how awful the ncr campaign was and completely cut it out before release the mod would have been received much better.

It was in development hell for years predating FO4 and moving to it would basically require restarting the whole thing. NV is more stable for modding than FO3 despite the devs admitting they prefer 3.

Fallout allows a vast array of choices and that includes a lot of obviously evil ones but it doesn't straight up come to you and say "lol, we as the devs want you to know this faction is too much for anyone to support". When Frontier devs did that it brought the question in how the Enclave is objectively evil in comparison to other questionable factions that are neither described as such nor receive this treatment.
You can't really expect a courier that's okay with cannibalism, slavery (including things bordering sex slavery in the Frontier) or mass murdering simply drawn the line exactly where the devs drawn the line. That's retarded.

Personally I think it was just the putting words in each persons mouth to soapbox about the enclave that annoyed people most. Yeah, I don't even mind the mod having that answer as a option at all, my problem is how you're given no alternatives that don't narrow down to the fact the devs hate the enclave. In RP terms it's very lazy.
That's one of those moments on the mod where it really shows the devs don't understand fallout. Until this day people fight over which is best faction in new vegas, that's a sign the factions are well made and the devs weren't shy on giving different perspectives and options for the plater. It's a sign of writing maturity, something which the Frontier devs lacked.

A lot of it is just a plethora of movie references, and poorly stitched together ideas, like the mormon crusaders acting like actual medieval crusaders in armor because there was a mormon in the honest hearts dlc. So they make the most hamfisted faction in history.
The Enclave no longer exists by the time the NCR is a nation state. If it wasn't the NCR it would be the Enclave.
