I assume that they just wanted to keep the familiar feeling of lonely exploration and mystery from past Souls games, and were worried that making Melina too active throughout the game would undermine that.

I still wish they would have done more with her though. As is, the short time you spend hanging out with Mini-Ranni is more memorable than the entire trip with Melina. Then again, a part of me would have been frustrated if they had really gone out of their way to make Melina the most engaging and likable character just to abruptly dump her into a volcano at the end for laughs.
