Does government want to give stuff to the poor? Do it at their own expense. Does the government want to be a competent entity? Do things competently. Use the money they make off charging people with useful services to give to the poor stuff for free. It's like a charity, and without coercion.

There are many examples of this. Like toll booths for highways, if the government run public transport paying for tickets, or land tax/council rates. To make all of taxes on a charge per service basis though simply wouldn't work.
