If they didn't want key resellers, they wouldn't sell keys. Publishers can generate the keys as they want and sell them back without Valve tax.
They wanted to cheap out, so they have more problems.
On the other hand, you can't even buy Sekiro outside of Steam. They don't sell the keys and they don't have the problem with stolen keys.

the loss itself comes from the refunds the developer/publisher has to issue while your key is still active.

there have been a couple of cases of steam keys being removed from accounts, it has never happened to me though and those cases seem quite rare.
