In the game had you actually played it, after you beat Sam it is revealed that only his right arm is prosthetic. Other than his only enhancement is the exoskeleton suit he is wearing.

In the DLC you play as him before he loses his arm, where he has all the same abilities. So other than restoring his ability to hold his sword the arm doesn't seem to give him any advantage.
