These two are opposites. Gameplay loop is the big picture: why you're doing what you're doing, and what you'll do after you do it. Moment-to-moment is the action you're doing itself - is it fun, or just a means to an end?

FFXV is one of the best example you can use for this.
In that game you go out, accept a bunch of hunting quests that make you kill some overworld bosses, go back to camp, cash in your quests and rest to get your EXP, it's a fun and rewarding gameplay loop.
Actually fighting things in FFXV is a chore and it has a terrible combat system, it has bad moment to moment gameplay.

Because using technical terminology for games is inherently kind of silly, but if you're on a dedicated game discussion board you should kind of expect it. Not like you don't see people talk about technical terms for graphics and performance regularly.
