Have combat in your game. I don't care if it's effective combat or if you can actually kill anything by fighting, but I shouldn't lose the evolutionary ability to pick up and throw/swing things just because I'm spooked. Flailing wildly and ineffectually at an unkillable monstrosity to keep it at bay is much more interesting than being unable to do anything other than stand there while it hits you (or worse, pulls you into an instant-death jumpscare).

Krypt Killer (Henry Explorers) actually scared me back in the day. The parts when you reach a fork in the road as you progress and that giant face appears telling you to make a decision was always very unsettling to me

What the fuck is "atmosphere"? The time in between jump scares? Its the fear that something will break the peace that evokes horror and that breaks needs to come else you'll just get blueballed. A good horror makes use both jump scare and the lead up to it.

No-one said anything about no jumpscares. Those games had the bare minimum of jump scares, as well. There was no "time in between the jump scares" because they were used effectively.

It's impossible. Once you realize the stakes are fake it just turns into tedium and it's just an inventory management game.
You fear what you don't know or what can kill you. Videogames can't kill you.
No jump scares. Just forever slowly building jump scares and things you barely see around corners or moving. No insta-kills, that gives you too much time to see and process, because they're always "le cinematic monster drags you around for 10 seconds" shit.
No direct shots of carnage or overly bloody anything, gore isn't scary, people are desensitized as fuck to stuff like that, plus the key is to leave things to the imagination. The less you show, the more curiosity and fear blooms.
If anything attacks you, it should always be fast and relatively veiled by the terrain, be it shadow, fog, holes in the wall, whatever. The key is to never show anything but the barest glimpses and to forever keep the pressure on, with occasional respite so as to not be too exhausting or build up too much resistance to "scary shit".

I've played all those games when I was young. Silent Hill 2 was my comfort game growing up, that I was always played to put me in a good mood. Non of those games are remotely scary.

Never said those were either, just that the idea of jump scares being removed from horror is a naive notion. A good horror needs that's surprise element else you'll grow complacent in its settings. The issue with newer horror games that completely rely on jump scares is that that's all you have. There's no real build up to create dread, it's just nothing until boom. Then you'll grow complacent to jump scares. A good horror game will have you fluctuating between dreading both what's to come and the moment in between.
I have a family member who does nothing but smoke weed and watch horror movies all day. He is the dumbest motherfucker I know, and his ignorance about just about everything would make even the most die hard /pol/ schitzo blush with jealousy that anyone could be this fucking stupid and not actually be mentally retarded.
So my opinion of horror movies is thusly, very low, given every part of them I see is through the lens of this dumb motherfucker watching this trash non-stop, every day. And shit like this just seems to confirm to me they're for absolute brainlets.

Make more focus on a strong linear storytelling, maybe with little stealth segments where you try to avoid the monster. Add in unexpected jumpscares to spice up the rhythm.
