Apparently, they have to win the Pokemon League in order to have the right of challenging the Elite Four of the region. Considering that in the current anime ranking E4's like Flint and Drasna are just below Master Rank (Flint got kicked out of Master by Ash, he's almost at Champion level), not any trainer can just go and challenge them.

Canonically within the games I'm pretty sure Red's Pikachu is the highest level of any NPC at 88. I think they now have the Dojo Master from SWSH DLC matching that level, though.
It's pretty cool when the games do that sort of thing, like the trainers in the Galarian World Tournament and the challengers when you're defending your championship in Alola. I don't remember if the PWT in B2W2 had set levels or not. But it's a neat indicator of who is supposed to be stronger, regardless of team composition or things like that.
That said, Leon is a massive fag. Complete shill character that never really feels like he lives up to the title. I wish they would have went with the rumored fraud storyline, it would have made SWSH's story much more compelling.

Not a single Pokémon trainer in mainline Pokémon in 20+ years of existence has even managed to make a team with a semblance of valuable logic. It's never working towards a win condition, never trying to set anythiing up.

Those fights were shit though and she uses less pokemon than in the real champion match. Diantha is still seen as a jobber by the fanbase which is why the anime ranks her beneath Lance, Steven, Cynthia, and Leon.
