The community taking a massive shit, and HoI IV(while having a few good features) still feels barren. Paradox keeps fucking with balance, I.E. making pushing with infantry feel like WWI, planes being overpowered to the point there is no point to building anything but infantry equipment and planes, and the game still runs like dogshit after a few years ingame time.
tl;dr They're more concerned about making the next DLC, and not really giving a shit if it breaks anything or makes the game more tedious and metagamy(ship designer and tank designer).

MOO is still around, Wargaming has the IP now and released a game with the name a few years back. It felt like a GalCiv knock off.

IV added a really neat mechanic where instead of IC being used to build units, you set your IC to build the equipment and used that to fit out the units. But they also took out a TON of features. And as far as MOO goes here you go:
