Blame the suits, Skylanders Spyro's Adventure was originally supposed to be called Spyros Kingdom, it would've taken place in the future where Spyro is an adult and king. with a new Dragon taking his place.
The weird Spyro design is literally just recoloring the new dragon protagonist and calling him Spyro.
In the Dragon Peak expansion there's an Adult Dragon NPC named Flavius that's what King Spyro was supposed to look like, which is why he looks so much like Classic Spyro than the playable Skylanders "Spyro".
The change was made because people probably would've wanted to play as Spyro and the decision was made kinda late.
Ironically they could've just made a classic young Spyro that was Bundled with Cynder or something

It was basically the new Guitar Hero and there were diminishing returns.
Skylanders was by no means a failure as it's basically one of the most profitable console games ever but the market just shifted and Activision followed accordingly.
