Probably a cheap way out after the writers blocked themselves in a corner and didn't want to give the audience a cathartic ending in keeping with their "fuck you" thematics.

because she didn't *really* want to at this point, my take is that she saw how Abby cared for Lev and saw a bit of Joel in that, and how bad people can also be good, and she could've killed both her and her pregnant gf, and finish off Tommy and yet let them live.
She went to LA in the first place because of her ptsd and how Tommy took advantage of that by leaving the map at her place and guilt tripping her. On top of that Ellie still had this addiction of revenge buried inside her, and it all resurfaced.

It should've let you decide who killed whom, or if they both lived.

Then show you a graph of everyone's decision.

Because we need Abby alive for the sequel. The entire point of TLOU 2 was to replace Joel and Ellie with Abby and Lev, so now they are the Main Protagonists.

I wanted to murder Abby as Ellie and I wanted to murder jew bitch as Abby. During the Abby fight in the theater, I went out of my way to find jew bitches hiding place and murder her. The final Ellie battle I tried to stab that tranny cunt as hard as I could but the game wouldn't let me. Overall it was a pretty faggy experience, didn't help that 90% of the game was on rails and the Abby segments were all dogshit.

But that's actually the main clue about what's going on. Ellie has found what she was looking for, but the circumstances aren't what she was expecting. She doesn't really know how to handle it. You can tell she's considering just letting them go for a moment, then she can't do that, but she doesn't just pick up a gun and shoot her when that would be the easiest solution.

There was really no good way to handle that situation on the beach. Ellie knows that killing Abby now would be unjust and unreasonable (and not actually helpful for her), but she also knows that this is her absolute last chance. She's deeply confused and stressed, on top of her well-established underlying traumas and recent serious injury. She's basically soul-searching the whole time, in the most absurd of circumstances.
It's quite a frustrating ending to watch and play, regardless of what you personally want her to do, but it's clearly been planned very carefully, and it's very well acted.

Druckmann and Gross gave an interview for the podcast "Script Apart".
Two important points:
Ellie killed Abby in the first drafts. The ending was reworked because they weren't happy with it/couldn't get it to work, and felt that the final version was truer to Ellie's character.
The brief flash of Joel was added following some confusion from playtesters. They say it's intended to be a clue, but they stop short of spelling out exactly what was going through Ellie's mind, because they want to leave it open for some interpretation.

Personally I really like the final ending, exactly as it is.

She also already knew that Abby was captured and tortured by the slavers by the time she found her. I just don't see why she decides to cut her free after finding her when killing her was the whole objective since the prologue and the only reason why she stopped was because abby almost killed her.

Ellie having reservations about the act of killing someone who can't defend herself or in an honorable way doesn't fit with her character as the entire game she has shown that even if people drop their weapons and beg for mercy she will still blast their faces off.

Do you remember the flashbacks of Abbie always going through that hallway and finding her fathers corpse in the operation room? Well once she did the selfless act of saving Yara and Lev you get the same flashback that start exactly the same but finds her father alive.

Ellie goes through the same thing through the last act until she sees Joel alive for a second, compelling her to be selfless

She regretted it and the game showed this with her having nightmares. She didn't stop having them until she started take care of Lev.

The whole final chapter felt like a fever dream. The last time you seen Ellie, its her with a broken arm, Dina with an arrow to the lung and concussed, and Tommy shot in the face, and yet it just fucking skips to like 2 years later where everything is fine. I honestly would rather the final chapter be all a dream and Ellie died on that floor than having it be that Ellie somehow cheated death and got the perfect end, just to throw it all away AND NOT EVEN COMPLETE THE JOB.
