The most charitable answer I can think of is that they already have everything scripted and are only limited by the time it takes to produce the chapters, so a movie studio can be given the complete story from day 1.

Poppy struggles to grab an audience and its' own dev team leach off other IPs like Among Us, Squid Game, Minecraft, FNF, FNAF, and Baldi's Basics. They aren't passionate about making Poppy feel unique or stand out as its own thing. They just care about the money they get from dumb kids. Games like Poppy's Playtime and Hello Neighbor are the genuine definition why Indie horror is laughed at nowadays. They're not "Indie horror". They're games for kids trying to be horror.

I dig the style they’re using and the “monsters” are appropriately spooky, but I hate the release schedule of doing everything in chapters. Ink Machine had the same problem, any tension that could possibly be found is dissolved when you’re playing in 45-60 minute chunks with months in between. And the flip side is if you’re trying to wait for the full game you’re almost certainly going to catch wind of spoilers here and there over the long LONG release time and lose the tension there.
