It's literally more retarded to assume that there is another bipedal anthropomorphic hedgehog running around that no one has ever seen or knows existed with the exact same body as Sonic, but just so happens to be dyed different (which sonic has done before), and have a slightly different hairstyle (which sonic has done before), than to assume it must just be Sonic at a glance.
It's so ridiculous that even after Shadow introduces himself it still makes more sense to believe it's Sonic pulling some Dr. Jekyll and Mr. Hyde shit rather than believe it's someone else entirely.

Sonic gets taken away by GUN before Shadow makes his play on Radical Highway. Sonic then breaks out of the aircraft and then the city chase begins.
The actual question is how people aren't aware that US personnel is divided into two groups at two entirely different parts of the city since Radical Highway is probably taking place when Sonic is fighting that GUN mech. Fur color is also not really important when Amy meets Shadow since Rouge and Eggman are right next to him, so she's being a fucking retard for a different reason entirely.
