It makes sense when you remember that SS3 was originally a generic Cawadootie style military middle east desert game until they reworked it into being a Serious Sam game. This is why the game starts slow and the beginning takes place in a generic middle eastern city.

They got over-ambitous and 4 suffers for it to a degree, but otherwise it's still a great game. Haven't played or heard anything about the DLC myself though.
If you're talking about it's popularity though, it's got nothing for mass appeal. Serious Sam, for the most part, still follows the design of simply strafing in big open areas, so it's neither like nu-Doom nor Call of Duty. There's no competitive multiplayer aspect. And the story exists mostly to have fun as Sam, so there's no plot or lore for people to talk about either.
It's basically too straight forward of a video game to garner any discussion or controversy.

Tourist & Easy: suitable for small children enjoying their 1st FPS game
Normal: designed for games journalists and vtubers, they still struggle with it
Hard: a decent challenge for most people, but entirely skippable
Serious: the game the developers wanted you to play, you will be challenged, you will be bullshitted, you will die and you will win and you'll love it
Mental: score attack autism only, disregard
Needless to say you didn't beat the game if you played on lower than serious

This is mostly down to the terrain lod system which is terribly inefficient with any of the preset values, if you go into the advanced settings and crush everything to do with this ss4 runs well and there is no perceptible quality difference.

i've tried so many settings, it's just shit user. I can never get the game to run 120 fps consistent tinkering with all the advanced shit, it would even drop below 60 sometimes and I have a 9700K and RTX 2080 super.
Meanwhile sam 3 looks better than 4 and runs like a fucking dream. It's a shame sam 3 fucking sucks though.
Second encounter and SS2 are the best games in the series.

The Siberian Mayhem survival maps added yesterday are fun, run well since there's no other 4km of map to render all the time, and lets me use the tank without blowing up my system.

There's a mouselook injector for emulating it with dolphin that works pretty well outside of vehicles.
Used it for a series replay two years ago.
I wish that any same game besides it had its combo system, maybe not the speed up because "balance" but kill combos would make the score more interactive.

Maybe this is a joke since "haha Tourist is for literal babies" but I actually used to play the original Serious Sam as a kid on Tourist. Game would be too hard otherwise. I actually enjoyed it a lot. I've beaten em on Serious since.
