but it wouldn't, because you'd still have every trainer except the champ and the fisherman with a pocket full of magikarp running around without a full team, and to my knowledge they also don't bother with any sort of strategy outside of later gym leaders and the elite four.
if you want pokemon to be harder, you don't make the levels higher, you give the opponent a team and a strategy for that team to execute.

All this does is inflate exp gain and you'll still be 5-10 levels higher than the npc trainers regardless. Pokemon isn't easy because of numbers. It's easy because they refuse to implement AI that uses moves strategically, nor do they give npc trainers pokemon that have good moves to begin with.
Why?
Because "competitive" pokemon just isn't fun and they know it. Only the most autistic of pokemon fans play pvp beyond a couple of battles. The entire battle system mechanics have to be overhauled into something actually entertaining and not a single person that works for gamefreak has the intelligence, creativity, or bravery to actually do it.

not at all. a lot of the trainers in the games have a hodgepodge of pokemons on their teams with little care for strategy and synergy. adding a hard mode with actually well thought out teams for the trainers is something that you can't do on the player side.

Those are console games lil zoom. You see back in those days Portable games and Console games were designed very differently. Gameboy games were designed to be fast n simple games, because they were meant to be played in chunks, while out n about.
While NES games, they really came in two flavors when they were hard.
The early ones were based off Arcade games, thus made to suck quarters, later NES and SNES games were designed around getting kids to rent them over and over and over and over and over and over again. They were not designed to be hard because that was "fun" or they thought that is what kids liked.

An actual hard mode where enemies have proper teams/strategies/movesets/EVs and IVs would be awesome
all they need to do is make exp share optional so you can control the level range of your party. as is it always spirals out of control, forgoing a bit of grinding to fight higher level pokemon in not ideal scenarios is part of what makes pokemon "hard". but with XP share you just whip out whichever flavor of monster is going to one shot the opponent while your entire party out levels the entire game.

Play that one emerald rom hack. It made trainers harder. Basically the pokemon moves arent designed that way. A few acc downs and the next pokemon does eva + and you are fucked. The whole thing is designed for children, kind of like how smash bros is designed for fun party fighting and its autistic fgc counterpart is just sad that watch.
there's basically no way to actually make a pokemon game hard while maintaining the pokemon feel.
level imbalance, great AI, access to egg moves and TMs, none of it will ever outweigh the player's ability to simply overlevel, spam items, use setup moves, change team composition to hardcounter the AI, etc.
there's a lot of hacks that do make the game hard, but they feel more like a battle simulator than a pokemon game.
Hyper potion bombing until enemy runs outta pp saved me a bunch on some of those harder pkmn romhacks. >AI difficulty is just a meme in these games
