groovy, also I'm pretty sure he ended up being something of an interdimensional bureaucrat, he ends up taking Alyx instead of Gordon at the end and just sends him hurtling into a Dyson Sphere on the remains of the Borealis, he gets saved by the Vorts and Alyx is pretty much just left in stasis until he requires her 'services', which I'm assuming just means fighting the Combine on a universal scale, it's likely that he just plucks exceptional individuals from all over the universe/multiverse/dimensions just to have them slap the combine's shit at numerous pivotal locations.
There was a retcon after HL1, in HL1 his goal was to gain control of the boarder world and he used the United States military to do it so you could assume that he was an alien that was working with or for the United States.
In HL2 they retconned the US control over Zen with the Combine invasion.

He pushes things into place so you, the player, can move towards a pre-determined outcome, with you only being vaguely aware of his existence and intentions. 'Rather than offering you the illusion of free choice I will take the liberty of choosing for you.' There is no actual freedom of choice in any game, since everything is pre-determined for you, the only choice you have is how you approach things within the confines of the sandbox the developer has laid out.

If you're referring to the world building being largely inferred, that's the point. You are supposed to observe the game world and make your own conclusions. Often the evidence is pretty self explanatory. Like for example what are those soldiers you're fighting against and why do they follow orders blindly? Well, nobody tells you they're half-machine and brainwashed, but you can figure it out if you watch and listen. Stuff like that isn't the plot though, the plot is visible in plain sight.
