Because Fromsoft were running out of ideas. And when a studio runs out of ideas they just make the game big, and it usually pays off. If anything, I'll be interested to see what they do next and whether it will confirm my suspicions.

Any reason why not? The level design feels the same as Dark Souls, it just so happens that you can choose to go in any direction. All the dungeons and pretty much the entire game from Leyndell onwards is linear.

The open world is the weakest part of the world design and has no good reason to exist, and actively causes problems with the game's flow (hence people complaining about some areas being too hard while steamrolling through others).
The game would have been much better if it was more linear, it would have been much easier for them to balance it too.

The open world part of the game was a drag. If legacy dungeons were gone for good, it would have been a 4/10 game. Torrent controls are clunky and 95% of the weapons are useless while riding.

It really feels like they designed the legacy dungeons first then realized the scale of them and how their typical hallways design wouldn't show their overall design and scale well so they slapped on the rest of the world.

The game would have been perfectly fine if not immensely better if it has small free roam segments which connected these larger places, and they could have placed their small dungeons there instead. For it to be sort of a downtime or rest area before clearing the legacy tier dungeons again. Too much of the open world seems pointless and doesn't share the same passion or appeal.

It didn't need to, it wanted to. There's room for both types of Souls games. I'm willing to bet that the next From Soft game we get will be some kind of side concept like Sekiro or Bloodborne and won't be open world. But the next time they do something with Elden Ring, whether that be DLC or Elden Ring 2, it'll be open world again. They can do both.

the cathedral of dragon communion for example was really unremarkable, after seeing the sign at the church I expected some epic building but it was just an almost identical structure. And the terrain in general is pretty uninspired, too much of it is grassy hills with random rocks and cliffs thrown around

FromSoftware is DEAD. You will never get a proper and tight designed closed world, everything from now on will be soulless open world garbage, wasting your time with running around doing nothing relevant just to encounter copy paste content 70% of the time.
I've already Black Listed FromSoftware. Elden Shit Ring open world made me realize that I'd rather sit through the menus and diablo loot cancer of Nioh and Nioh 2, which made me appreciate those games much more than I initially did, so at least that is a positive.

but that's a lie, the other half is pretty much gate walled, you can't get to the Mountaintop of Giants without first dealing with Margott, in fact, until you kill Margott the Omen meme you are blocked off from exploring the Three fingers dungeon zone, the path that leads to the lift to the Mountaintops, thus the Snowfeilds and Miquella's Haligtre but even getting there you can't explore Crumbling Farum Azula until you get through the mountaintops unless you cheat the system.

Because putting small similar catacombs and caves in a sequence is lazy recycling, but spreading them all over a world map is practical reuse of assets.
