It is a game based on an amateur project and it has always catered to the more casual side of the moba fanbase, as long as people are playing it by the thousands then the devs don't have any reasons to drastically change anything.

It will never be fixed. It's been covered in layers upon layers of shit over the years. RIOT has reached its Blizzard stage. Now they either make an MMO out of an already established IP or they slowly die out as each patch pisses off more and more people.
They cant even balance the gameplay or even reset the ranked ladder.

there’s no way, the game relies on homosexual chink shit bait champions and skins and assassins to make money. The only thing they could give us is a legacy server and/or a free method to play other gamemodes but that won’t happen because Riot hates the casual aspect of their games despite them being their cashcows

The only way to 'fix' it is for Riot to get rid of the rigged matchmaking and implement an actual fair system. I say 'fix' because the rigging is intentional, so the system is working as intended.
One way for it to change would be people quitting and/or no longer giving Riot money. I think most players are too stupid to see it is rigged or just choose not to as they are too invested monetarily, emotionally and time spent. So that's unlikely.
Another way would be for a Riot employee to speak out with relevant information (besides the existing patent by Riot for a rigged matchmaking system). Most Riot employees are probably indoctrinated and have signed contracts not to speak out, so that's also unlikely.
So the answer is yes, technically, but it's so unlikely that it's almost certainly never going to happen. There would need to be a gigantic shift in 'gaming' culture, where NPC gamers wake up to the fact that every single popular multiplayer title is rigged, and then choose not to support them financially.
The game is complex, it can't be hard since matchmaking will always balance things out.
I'm so angry about the changes made to Taliyah. They keep forcing this Assassin-Burst Mage and Jungler design on every fucking character. She used to be able to skirmish just fine Mid as well as JG but hur dur meta. Now she is stuck solely, purely in JG. I sure do love one trick characters because they totally don't fall to the wayside like Aurelion Sol, Ivern or Rek'Sai. Reminder they also kicked all their kits in the dick in the past, too.

I don't see how fair matchmaking can be made. Right now, it heavily encourages people to play a massive number of games to balance out the odds to their skill level. If it was to be fair and encourage shorter play session. I would say you would have season with skill assesment period, followed by limited game to rank as high as possible during a season based on a simple mmr system. Afterward, you cant play ranked anymore and you go back in normal.

I remember being super new to the game in Season 2 or 3 and there would always be diamond-level games to spectate from the client home page, I'd often just spectate a match to learn about more champions or watch people do jungle routes to learn a thing or two. I miss that.
NPC gamers could and would wake up if the big LoL streamers cared enough to complain and theorycraft about League's problems. Basically, Tyler1 would need to Asmongoldify himself and start creating a shift in peoples' attitude with constructive complaining.

I think the reason HotS is the only tolerable MOBA because of the map variation and variety. Having different objectives and map designed to encourage routine team fights is really good. The individual or shared XP and no last hits thing is kinda lame and casual, but I can see the reasons why they did that.

This is psychological manipulation that has been shown to increase purchasing. Riding the rollercoaster of League convinces people to keep playing and spending, either in celebration or depression.
There's much more to it than that, they also slow climbing progession and take into account things like reports, and even the statistics of what players do in game, when, how often, and if those things have positive or negative results.
The playerbase is not receptive to this stuff for obvious reasons, so to go into more detail would probably be wasted.
What's the likelihood these people would turn on the game that makes them money? Maybe if they quit some day. I don't know much about streamers.

I'll take my 60% wr that magically turns to 50% as soon as I get to plat 4, when the amount of griefers in my team suddenly increases drastically totally by chance, thank you very much, I usually get there by the end of the season anyway since climbing ranks is a huge grind and I only play when I don't have anything else to play so it's not a big deal
Dota 2 was always hindered by the turn rate meme, which is such a big turn off for most people not used to it especially if they come from LoL.
If dota people weren't so stubborn it could have been reworked a long time ago and the game would have been a lot more successful.
