That's a good question. Assuming that each pip is binary up/down and there's 8 pips, that gives you 2^8 bits of info or 256 possible numbers you could read from it. To tell the time to the minute, you'd need 24 hours * 60 minutes = 1440 possible numbers.

I'd guess that they'd use a lower level of precision, but even if you round to every 5 minutes it would be 24 * 12 = 288, which is still too much. Maybe they discard the am/pm entirely and just do 12 hour time, in which case you'd have 144, which is enough.

I'm sure that this question could be answered with 30 seconds on a google search though
