If you want the real answer it is that because rare is now owned by Microsoft after 2002 they were only allowed to make handheld titles for Nintendo since Microsoft had no equivalent. Becaude Microsoft owned the rights to rare characters they had to replace several of them in Diddy Kong Racing for the DW versions. Tiny replaced banjo but because he's much bigger than her N64 iteration they decided to age her up to have a similar height as well as finding it funny how her name was originally a blatant indicator of her ability for DK64 into an ironic one since she's no longer Tiny

Dixie and Tiny replaced Conker and Banjo in the Diddy Kong Racing DS port, as you can guess due to them being Microsoft ips at that point.
Dixie became Conker and Tiny became Banjo
To better reflect her weight class as Banjo, they aged up Tiny. Or at least what I assume.
The better question is why they didn't just use Candy then

All the extra Kongs are practically forgotten. She does better than the other side Kongs, but it isn't much. Pauline for example may have seem relatively obscure prior to Odyssey, but she was still a prominent character in the Mario Vs. DK series.
If a game is going to have another Kong that isn't DK, Diddy, Or Dixie. It will be Cranky or Funky
