The real answer is a strong manga industry, which has historically and currently serves as a testing ground and incubator for appealing art styles/story patterns/character designs. This makes it easier for new creators to break into the industry by copying and drawing upon previous works, as well as creating a more demanding and discerning consumer base (otaku) that knows exactly what it wants

Anime is just 90% adaptions and 90% of those are unfinshed and have bad animation (still better than western cartoons, though).
