Dictators main skillset is usually his capacity to force his own limited subjects into submission and prevent the risk of a coup. That does not mean they have a solid economic or military plan. They usually get by by providing niche production to some larger political body that tolerates them (in this case Russia and China respectively) and just not being worth the hassle of being attacked. In real-world geopolitical circumstances, not ever (not even a majority) of countries have ambitions of direct imperialism. Just because a country could not really stand against a military campaign is not enough of a reason to really attack them. Creating waves by invading other countries is often more trouble than it is worth.
So TLDR: They exist because the dictators is good at keeping his own people in line. They don't get invaded because it's more trouble than it is worth. And people might ally with them for a strategic resource, and use their ships because they are cheap.

Your game exists in time span of few decades. Even if you're acquired let's say few millions of people who migrated to colony, and they have large amount of food, industrial powers and living space, few generations will have to pass till population increases enough to be within 1 more power of 10. Although from cryosleeper description, it should raise cap to 10^7 because of how many people it is supposed to house - right now its benefits are too little to make adjustments for your colony plan to have access to one.

Phase ships will have 0 warp signature and even if you're intercepted by a patrol they can't do anything about you other than ding your reputation. I find it's too expensive even incorporating phase into your fleet. Personally, I just slap insulated engine assemblies on anything larger than a destroyer and cruisers I beef up their sector speed. Your sneaky fleet configuration is also really good for piracy as a form of supply too.
