You forget that it took horizon until last year to reach that amount. In that time they included the game in console bundles at no extra cost, heavily discounted copies at retailers, sold it at a discount on ps+ and then later had it as a free monthly game and then outright gave it away for free as part of their little covid scheme.
Basically it wasn't guaranteed to hit 25m but they literally gave it away for free.

Botw is an exclusive for a shitty console with Nvidia tablet hardware bought only by children and registered sex offenders so if you don't own it odds are you bought the first Horizon because you had to consoom. Elden Ring is the strongest GOTY contender so far and a multiplat game so odds are that even if you own a ps5 you decided to buy ER instead of the woke Ubisoft clone with ugly protagonist.
