It doesn't. The best part of RDR2 is forgetting the story, loading up the game and going hunting. You can even overhunt a species and make them go extinct in the game. I probably have well over 250 hours in that game just roaming around hunting animals.

Optimally, RDR2 should be played as a CYOA game regularly interrupted by Story missions. There's plenty of do (Challenges, Compendium, various Trapper stuff etc.) and most mechanisms don't even open up until the middle of Act2, not to mention the myriad random events and discoverable locations with their own loot and / or story. Hell, even most weapons can be acquired for free through certain ways! Deep down, the enjoyment value of RDR2 highly depends on the creativity of the player. Those who tend to gobble up content like it's no tomorrow and / or expect the game to spoon-feed them the experience will surely be disappointed.

It gets good eventualy, but yeah, you'll need some patience. This game has good sidequests and a bunch of secrets. I sugest you to do some side content, like try getting a legendary fish, go treasure hunt, there's a lot to explore
