The challenge isn't controls, map, or even enemies as many would tell you. No, the real hurdle for creating a AAA Superman game is discouraging the player from playing as a complete psycho. Throwing cars into space, heat visioning civilians, or any normal free roam dickery unfortunately doesn't line up with the boy scout protagonist. So how does one get around this problem? A "Bizarro Mode"?

But that's a bit different. In the Spider-Man game it's hand waved by "Oh a trip mine web was put on their person, and they get zipped to the side of the building to get picked up by the cops later". In a Superman game it'd almost have to be the Spider-Man "wave at civilians" thing most of the time. Because otherwise players are just going to try and pick up moving cars or toss shit into crowds.

Just accept that it will be Freeza Simulator rather than Superman Simulator and embrace it. Megaton Rainfall tried to stop it and it just made the game worse, nobody wants to have all that power and get a game over screen because they accidentally tore down a building.
