I would want it to have a "top tier movers only" roster. Which it never would, because there's so many secondary and outdated characters who are massively popular, but I think post-timeskip Oda has really dropped the ball in a lot of ways, but one way he hasn't is in making a large cast of cool characters with cool powers. So my dream roster would be like the Straw Hats, Big Mom, her Sweet Commanders and her "monsters", Kaidou, his Calamities and Flying Six, Akainu and the three admirals - something like that.
Dragon Ball FighterZ doesn't have a fuckhuge roster and it's 3v3.

My main problem with a fightan game is size scaling. Having to put Luffy next to someone like Kaidou or Big Mom already exacerbates the issue. You either have to squish them down to manageable heights or figure out a way to somehow make it work with all the smaller characters. And even characters like the admirals and some of the taller warlords warlords would also need to have their sizes considered.
