It should be balanced better, then. Using something other than Mimic Tear or Tiche should be a choice of playstyle and depend on boss resistances, not a selflimitation.

Perhaps my weapon was just too fast because I had plenty opportunity to punish.

This is just my anecdote, of course, but it's really strange to me that people say the game was designed around spirit summons when every boss (minus Radahn) feels like you can beat it just fine without them. Like, not even as a challenge run, just regular gameplay. Additionally I've heard that the spirit summons destroy the boss AI so it must not have been balanced very well for them if that's the case.

AFAIK it's not an official term, certainly not an in-game term. It's just the unofficial way people refer to proper full-fledged dungeons in the style of souls levels, as opposed to the open world or the chalice-tier mini-dungeons.
Personally I think it's a stupid term. "legacy" implies old and out of date, like legacy hardware support. As if to say that the open world and mini-dungeons are superior to the "legacy dungeons" when really those are the bread and butter of the game and the rest is filler.
