And as to why she gets "forced" into everything, they probably needed/wanted a playable female for Sonic Adventure, and she was somewhat of a known character (CD, Drift, Fighters), and it just sort of spiraled from there. She is the token Sonic female now.

Amy, surprising as it may seem, is very popular, and has been since Adventure. As well, she's considered one of the 'originals' as far as the Sonic franchise is concerned, so she gets a spot from that. I believe the original character designer for the franchise made her as well, so that's another reason she is still around.
