I foresee 3 possibilities
1.Toby is intentionally trying to hold back so that Deltarune doesn't just explode like Undertale did. This might be why Chapter 1 and 2 released they way they did. I imagine if Toby had just waited and dumped the whole game all at once we'd see a second wave of Deltarune fanworks that would flood the internet similar to Undertale did.
2.Story Reasons like with Asriel and Chara in Undertale
3.Toby saw how shameless Scott Cawthon was with Five Night's at Freddy's Merch and is intentionally not allowing some merch to be made because it might come off as too Greedy/Corporate. Especially when all he has is 2 out of 7-8 Chapters of the game released.
Could be a mix of 2 and 3, since in regards to the FNAF example, Funko leaked the designs and names of Security Breach characters long before that game came out.

pretty sure it's 2 because it's specifically only prohibiting merch of lightners. and considering the lightners are the "real" world and the darkners are "toys" it makes sense to only make toys of the toy characters. if it was 1 or 3 we wouldn't have all the ralsei merch since that shit prints money

They may reveal something spoilery or there is a planned story that may not be plush appropriate. It's a smart move if it's the latter, the fans are fucking crazy. It doesn't sound like much but I know it's gone wrong for games in the past. Think of moefags and the reveal that some blob had a boyfriend in middle school.

Toby is a silly developer making a silly game. If anything, I'd imagine it's due to spoilers. Kris's eye-color, Susie's tail, Noelle's wrist-watch and Birdly's not being dead may give people a set-in-stone canon in the form of a physical object they can reference. It kind of ruins the fun of the video game in that way, and he's silly enough to protect that aspect of his stupid dumb game.
