If you're analyzing this with a purely Western mindset, then yeah, it is kinda creepy. But age of consent is much lower in Japan, and the shit you're bitching about is normal to them. Don't want to see panty shots? Then don't look for them. Unless the game or yourself are actively making an effort for you to see them, you can play most games by keeping the camera at a reasonable height. The position of the camera on that screenshot doesn't appear to accomplish much for the game itself.

Seeing as most games were made for teenage boys and many games have predominantly teenage characters, and the majority of boys would rather have a game with panty shots, you keep them in.

They could have done what devs today usually do, which is code a whole censoring system into the camera which uses gradual model fading, but that simply was not a thing back then, no one had thought to do it and there was no motivation to do it because of the market.
