Same, I'm fine with a F2P model as long as the playtime is periodic. I just started Deemo 2 and I really like the way it psuedo-forces you to not play the game with the Radiance system. If PM decides to do something along those lines but in Gacha regards, I'm all in. I don't play for 4 hours straight anyways.

The Library is stuck, and the other Librarians are asleep for now, so yeah, they're stuck there for the most part with Loland and Angela being the only ones that can move freely.
2nd spoiler question
We're definitely going to see more of them in the future, but PM wanted to move away from LC"s group for a bit, probably to expand on the City further since we've only seen one perspective and the ramblings of the guests and not people who are actively Fixers in the City for more than a few minutes

Yes, but technically no. As Moses shows, if somebody gives enough of a shit about you, they can pull you out of the distortion and restore you to humanity but it's often a grueling process that gets worse the stronger the Distortion, and you'll not only tend to keep some element of the distortion but you can distort AGAIN if you ever fall too deeply back into despair.
You can also partially distort, as Gregor in Limbus shows. You keep your cognition, but it's clear that something has gone horribly wrong.
