Yes but those foam panels aren't meant to "soundproof" a room as most people think, it's too reduce echo for the mic by absorbing sound, which is why you see streamers/youtubers use them. Covering the largest and flatest surfaces helps get rid of the loudest echos that would fuck with the audio

Those arent used for soundproofing. Those are used to reduce echo in rooms. I doubt the room in picture is large enough for it to be an issue but the picture could be misleading. A lot of people use those for "sound proofing" and thats obviously silly.

I live in a shitty apartment complex, I want to use voice chat with my friends so I have setup my room in such a way that I can filter kids playing outside, neighbor beating his wife and kids down stairs; random cars selling stuff (they use loud speakers to peddle); dogs barking, loud music from stoners next door, etc. All of this can only be accomplished by a careful use of foam, mic angle and software filters.
