The engine they're using doesn't support it. People have wanted real working lights in the game since Studio first released, but it's never been possible.

Sunshine is a different game, and the Sunshine Studio is just the version of the Character Studio packaged with it. Last time I played, not all of the mods had been ported yet so if Studio was all you cared about there was no reason to get the new one. Not sure if that's changed.
