Neither version looks like 68kg. I'm 180cm tall and I weight about as much as him, and considering muscle tissue is denser than fat, even if Ryu's body is >1% fat, there is no way he should be this muscular while weighing that much.

Capcom really picked the worst option here, they were already weird with their stylized figures but quasi-realistic textures and rather than figuring out how to just push stylization and make textures that work with that the went forward with jamming in the REngine's realistic textures and still exaggerated proportions.
Capcom's graphical artists have been failing pretty hard with RE Engine.
Tekken 4 was the last fightan where the roster had actual human proportions.

I need to see it from the side before I can say it's truly shit. I imagine these proportions exist to make the character look better from the 2D view you are going to see them at 90% of the time, so maybe it will look less silly there. Hell that's even true in SFV, lots of character look fine from certain angles and then have bizarre or fucked up proportions from others.
