Let's start with non-schizo posts:
Stormveil has gone through many masters, the first being someone with a hawk Emblem from the Hawk Crest Wooden Shield and the barricades with metal hawks on them, but I am going to talk about the middle inhabitant, before Godrick and his Golden Lion banners.
The guy who had red and gold banners, with a golden dragon.
First off, if you go to the Limgrave Tower Bridge SoG, you can see everything I am about to show yourself. With that, lets begin:
O'Neil and Niall are both from whatever faction is currently in Stormveil, they both brandish a red/gold flag in Picrel, and that same identical emblem is found in Stormveil on its carpets in various locations. Additionally, O'neil summons ghostly exiled soldiers, and Niall summons banished knights, and is commander of Castle Sol, an area inhabited by ghostly exiled soldiers and banished knights.
On O'Neil:
Commander's Standard, the weapon dropped by O'neill drops and I used to take that picture:

There is also a banner in various locations in Stormveil, and it is picrel (left Stormveil/Right Stranded Graveyard). This banner is similar in thematic to carpet/flags, being red and gold, but you can also make out more clearly that it is dragon at the top of the banner. I can't quite make out the carpet/flags, it is a bit more ornate, but I also think it's likely a dragon if not a lion.
This same banner can also be found in Stranded Graveyard, an area that has ghostly Banished Knights and Exiled Soldiers as well. Now, all Exiled soldiers in the game are somehow linked to Stormveil.
For the banished knights, you can note that they have two alternate gear sets, one with a red/gold cloth (coincidence?) over their helmet, and the other one just has a metal dragon on top of the helmet. The ones with the metal dragon, are the versions of the knights that are in Armies or serve under the commanders.
The ones with the gold/red cloth are linked with dragons. Where one is defending the Church of Dragon Communion (people who eat dragon hearts) and the others in Farum Azula, a place where Godwyn fought and befriended placidusax, That now accounts for every single instance of Banished Knight or Exiled Soldier in the game.

I always figured he O'Neil was Radahns man. Redmane Keep has a lion motif, as does Radahn himself.
O'Neil is fought in the swamp that was where Malenia and Radahn clashed, everyone else would find that to be a woeful draw but madlad that he is O'Neil probably thought it was just a grand old time.
I like the rest of your points though.
I also wanted to highlight that the banished knight shelds, armor and weaponry is hung up all around Stormveil in an almost ornamental fashion, not Godrick's soldiers. You can see the same banished knight sets as statues lining the limgrave bridge tower, and they have on their shields the same emblem in the banner/flag O'neill and Niall has. As well as the metal dragon at the top of it.
Both knights and soldiers also know storm arts and a bit of lightning spells depending on which one you fight where. I seriously doubt that these solders are some form of "mercenaries" when they have decked out the castle in their flags, carpets, banner and armor and are more of an elite fighting force than any of Godrick's men.
When Malenia defeats Godrick, it's said he "swore obedience to her" in the jap text, and that makes me think when she marched through, Godrick joined her with O'Neil, and bailed patches style when the fight broke out, leaving O'neil and his exiled soldiers to fight.
Read the post nigga. Commander Niell and O'Niell served Godwyn/Golden lineage. One is guarding Castle Sol to revive his master's soul.

None of that matters, he has the same flag as in Stormveil, and his flag matches niether Malenia's nor Radahns flag. Radahns has a purple strip in the middle.

Probably a trophy especially if he considered the battle fondly. Malenias forces are the Haligtree and Cleanrot knights while O'Neil seemed more of a mercenary and that's inline with Radahn banding armies together under himself.

Also, generally speaking, relating to the whole Moon of Nokstella thing:

People presume it's completely destroyed because it's called "lost", also the "guiding countless stars" is in past tense, implying it no longer does
Moreover, guiding countless stars doesn't mean controlling ALL of them, this is a rather ambiguous wording that could mean anything from a few dozens to tens of thousands
Im not saying he served Malenia or Radahn, it's just that he may have honored the twins like how Niell was defending Castle Sol and they held high regard for Miquella.

He has eclipse banners, so he's Mausoleum faction above all, he does however work with Miquella in some way per that lore ghost.
They're both trying to kill/revive soulless demigods, and that's the extent of their interaction.

The Stormveil stuff is probably remnants of, ya know, the Storm King that Godfrey (Godwyn?) deposed.
Why did Marika shatter the Elden Ring?
Did the Greater Will make Radagon leave Rennala, or was he simply asked to return?
Could Radagon have caused Marika to shatter the ring, which is why they were merged together, or were they always the same person?

Radahn had to fall back after Malenia sharted the place into a toxic dump, he had to have wound up in the desert somehow.
Radahn cared for his men and pulled them out of the swamp otherwise he wouldn't have let Malenia be carried away.
The only fleeing Godrick did was from the capital to Stormveil where he hunkered down and turned the place into an abattoir. His men wouldn't be at the site of battle so O'Neil couldn't have been working under his orders.

I assumed they were always the same person, since otherwise the idea of "demigod stepchildren" makes no sense. When characters talked about how Radagon returned and became second Elden Lord, and this meant that Ranni, Radahn, and Rykard "became" demigods, it sort of makes sense in an official/legal capacity, but not why Radahn would be the strongest being alive if he was just "legally" a demigod. But if Radagon was always part of Marika, and they had always been directly related to a god, then their strength suddenly makes more sense.

Why does that not make sense? Godfrey obliterated most beings when warring, you’re a random fuck offing the demigods. It’s just a title.
There's been speculation on whether Miquella was trying to get Godwyn a fresh soul, actually kill him fully, or something else.
I think the Eclipse Shotel specifically referring to him as the Prince of Death moves us more into the 'something else' catagory

Just read Golden Epitaphs description
Exiled Soldiers and Banished Knights are purely mercenary forces, sent to penal colonies or elsewhere it's clear that they're for hire.
As far as the standard I don't have an answer. Could be he was working for Godrick at first then left to join up with Radahn, but serving under the latter is the only reasonable explanation for why he would be where you fight him.

The gloam eyed queen was the previous ruler of the lands between before Marika
She had the powers of destined death innate to her being. She delivered death to the fire giants. That's why their corpses have death blight on them
More importantly. The two fingers choose her as emperyan. Meaning that the greater will approved her rule as potential ruler of the lands between
Eventually, The gloam eyed queen was betrayed by her own sister, Marika. With the help of Maliketh. The gloam eyed queen was defeated and her powers sealed in Maliketh's black blade
But the gloam eyed queen never fully died. Her soul was incarnated into another entity, Melina the mysterious woman who seems to know everything about Marika
More importantly. The gloam eyed queen was Ranni's mentor. The doll that inhabits Ranni's soul was inspired in her mentor's appearance. She taught her everything about cold sorceries and the like. But more importantly, she taught Ranni about the rune of death
Ranni searched for a way to escape the ertree's subjugation through stealing the rune of death and free her soul from the erdtree
But why did she killed Godwyn? There is no reason for him to die. His death makes no sense in the assassination plot. Unless, he choose to sacrificed himself in order to save Ranni's soul from the ertree. Godwyn seems like that kind of man who would chose that
But why did he choose to sacrifice his own life for Ranni of all people? Because they were arranged married by the two fingers. Remember that Ranni was chosen to be an Emperyan by the two finger. And what does an Emperyan need to rule the lands between? First off, a shadow beast. We who her shadow is. But, who would be her consort? The most obvious answer would be Godwyn. He is Marika's favorite child after all
So what was the point of the giant towers? I know they give you rune abilities, but I mean whats the point of them existing in the games world? Also whats the significance of the number of towers. There are more runes than towers. I also believe theres one unaccessible tower to the east so no idea whats going on.
7 runes, 6 towers. Rennalas wasn't gained during the shattering and hers doesn't have a Two Finger on it so I'll discount that, and Morgott/Mogh shared a tower.
The Towers themselves are of different construction then the rest of the Erdtree's buildings, more like the Nokstellan Ruins or maybe Farum Azula.
The inside of the towers seem to have the same Star Stuff as the ceilings of the underground caves.
I have seen them and the drapery doesn't explain why O'Neil is in Caelid. It's possible he could have been a roving mercenary after Godfrey's unification of the lands between as we know there had to have been another ruler in ages past.
I just don't know why you're so adamant that he had to work for Godrick who for all intents and purposes seems a self obsessed nut who wanted to keep sticking bits on himself as opposed to going out and doing shit with his meager resources.
I don't think there's any indication that Radagon actually loved Rennala.
