Vorrik is the one to introduce the Alliance to Vol'dun, like how the Vulpera are the ones to introduce the Horde to the zone.
The Sethrak and the Vulpera also don't like each other, which is more than enough to justify Sethrak joining the Alliance after the Vulpera join the horde.
People also theorized they would be Alliance because at the time the devs were making a big deal about grey morality and how it's not Alliance = good and Horde = bad. When the almost universally good-guy race, Vulpera, were set to join the Horde, it made sense to theorize that the much less goody-goody race with weirdly excessive customization options would join the Alliance to push that morally grey shit.

Not enough players would have been interested in any of those as races. More people want vaguely draconic looking human skins than actual playable dragons. Already there are calls to remove the need for the dragon form entirely.

Why solve the technical challenges of sethrak or naga when they'd get a better return on investment with another flavour of elf? Blizzard will always follow the metrics.

Blizzard already confirmed the dracthyr's dragon form can only wear shoulders, belts and tabards. They've already given up having races be able to wear all armor, so that shouldn't be an obstacle to sethrak any more.
